2024 Voluntary All-Source RFP

On July 1, 2024, Puget Sound Energy (“PSE”) filed with the Washington Utilities and Transportation Commission (“WUTC” or “Commission”) a Voluntary All-Source RFP for CETA-compliant Energy and Capacity Resources (the “All-Source RFP”). The All-Source RFP seeks bids from qualified respondents to supply up to 2.3 million annual megawatt hours (“MWh”) of Clean Energy Transformation Act (“CETA”) eligible resources and up to 1,755 MW of summer and 1,573 MW of winter peak capacity resources. It is an All-Source RFP, meaning that PSE will consider any electric resource or energy storage resource that can meet all or part of the company’s resource need, consistent with the requirements described in the RFP.

PSE has hired Bates White Economic Consulting (“Bates White”) to provide independent evaluator (“IE”) services for this All-Source RFP. Information about PSE’s IE selection process can be found in PSE’s petition with the WUTC dated March 22, 2024. The petition was approved in Order 1 of docket UE-240191 on April 25, 2024.     RFP Updates and Notifications

    PSE will post general updates about the RFP, including process updates and press releases, as it makes sense. Additionally, updates to the RFP schedule will be posted in the 2024 All-Source RFP Schedule section.

  • 2024 All-Source RFP Documents and Submission

    PSE issued a Voluntary All-Source RFP on July 1, 2024. To submit a bid, qualified respondents must create and register an account at PSE’s RFP submission portal. The portal link is currently active for registration and will become active for bid submission when the bid submission window opens on August 1, 2024.     Bid Fee Instructions

    For a proposal to be considered complete and successfully accepted by PSE, the bidder must submit the proposal through the RFP submission portal, receive a PROPOSAL ID and submit the appropriate bid fee (see Section 6, Table 5 of the 2024 Voluntary All-Source RFP) by the proposal due date (shown in the schedule above). Bidders may submit more than one proposal, but must submit a separate bid fee for each proposal.

    Bidders may pay the bid fee via certified check or ACH transfer only. Bidders must annotate on the payment the PROPOSAL ID number generated upon successfully submitting the proposal on the RFP submission web site. This is the only way to ensure that a payment will be correctly associated with the corresponding proposal. Failure to properly annotate a PROPOSAL ID on the method of payment may result in unnecessary delays and/or loss of the bid fee.

  • Public Participation

    PSE filed a Voluntary All-Source RFP with the WUTC on July 1, 2024 (Docket UE-240532).

    Consistent with the requirements of Washington Administrative Code 480-107-035(5), within thirty days after the close of the RFP bidding period, PSE will post a summary of each bid the utility has received.

    PSE will post any schedule updates in the 2024 All-Source RFP Schedule section above. Additional updates, including process updates and press releases, will be posted in the Updates and Notifications section.
